Panosta — the word is Finnish for “bet” — is the newest of Rhino Entertainment’s brands and a Finnish-first one; its Norwegian site at panostabet-no.com launched in 2026 on White Star B.V.’s Curaçao licence with the same no-sticky welcome bonus and 10% cashback as its sisters. It is also the one of the three with a public safety problem: Casino Guru rates it 4.9 “Low” on the strength of its terms. This review takes the operator’s own pages, the licence register and that rating, all as read on 28 October 2026, and sets out what is verified, what is stated, and what the money-at-risk points are.
Is Panosta legit? The licence, read on the register
Panosta is operated by White Star B.V., a Curaçao company (registration 153150, Korporaalweg 10), under Curaçao Gaming Control Board online gaming licence OGL/2023/159/0076. We read that licence on the CGA’s public online-gaming registry (20 October 2026 edition) on 28 October 2026: row 611, B2C, licensee White Star B.V., validity “Indefinite” from 24 December 2025. The licence was first issued on 2 February 2024 for a year, after the group’s earlier Antillephone sub-licence era; there is no descending ladder of regimes here, which is the pattern we check for first. The CGA registry lists licensees, not domains, so the domain-level evidence for a Curaçao brand is the site’s own terms: panostabet-no.com’s clauses 1.1–1.3 name White Star B.V. and the licence number. The Panosta terms name PANOSTABET-NO.COM itself in clause 1.3, so the domain-level check is clean. Panosta is a 2026 launch with no earlier regime of its own; the licence history is the group’s, and the group’s offshore history is why the Casino Days name turns up on Norway’s blocked-domain list while Panosta does not.
What the licence is not: Norwegian. The CGA is an offshore regulator; Lotteritilsynet has no role in a dispute with Panosta, and the terms restrict only the USA, the Netherlands, France, the Dutch West Indies and Curaçao itself — Norway is accepted. Panosta is not on Lotteritilsynet’s February 2026 DNS-blocking list (238 domains, the latest published), although four sister domains in the same group — casinodays.com, casinodays1.com, luckyspins.com and rocketriches.com — are. A blocked sibling says nothing about this domain’s licence and everything about how Lotteritilsynet treats the group; expect panostabet-no.com to be reviewed in a future decision like every offshore site serving Norway. See how the licence compares in our casino licence comparison and the full list on blokkerte casino i Norge.
The welcome bonus — 100% no-sticky up to 5,000 kr + 100 free spins
The headline is a 100% match on a first deposit of 200 kr or more, up to 5,000 kr, plus 100 free spins. The 100 free spins are on Book of Power. The part worth reading twice is the word “no-sticky”, because here it means what it should. The operator keeps your deposit and the bonus as two separate balances. You play your own money first, with no wagering requirement attached to it; the bonus only activates when your deposit balance is used up. The operator’s own example: deposit 1,000 kr and you get 1,000 kr extra; while your balance is above 1,000 kr you are playing your own funds, and if you win before touching the bonus you can withdraw at once.
Once the bonus balance is in play, the maths changes: the bonus amount must be wagered 35 times before it can be withdrawn. On a full 5,000 kr bonus that is 175,000 kr of turnover; on a 1,000 kr bonus, 35,000 kr. The Norwegian promotion page we read on 28 October 2026 publishes the minimum deposit and the 35× figure but not a maximum bet, a game-contribution table or an expiry; those sit in the linked bonus terms, which you should open before you accept. Read it plainly: this is a good structure for a player who may win early and walk away, and an ordinary 35× slots bonus for a player who plays through the deposit. The same offer runs across all three Rhino Norway brands, so the choice between them is the licence detail, payouts and record, not the bonus.
Cashback and promotions
Panosta’s version of the group cashback is 10%, play on Tuesday and be credited on Wednesday (operator-stated). Alongside it sit Pragmatic Play’s Drops & Wins network with a stated weekly prize pool of 3.3 million kr, an 11-million-kr Halloween prize drop and a Hacksaw tournament the week we looked, and Revolut as a featured payment method. The FAQ points all bonus terms, wagering and availability to the promotions page. We have not read the cashback’s own terms line by line.
Payments from Norway
The site names cards, bank transfer, e-wallets and crypto as its deposit methods “depending on availability”, says the cashier shows the full list, and features Revolut on its promotions page. No casino fee is charged on deposits or withdrawals (operator-stated); your bank or payment provider may charge currency or processing fees, which the operator says are outside its control. The minimum deposit for the welcome bonus is 200 kr. The usual Norway pattern applies: Vipps does not work at foreign casinos and Norwegian bank cards are often declined by DNB and others, so an e-wallet, Revolut or crypto is the rail most likely to go through first time. Accounts are offered in kroner, which removes the exchange spread on deposit and withdrawal.
Payouts and limits
Panosta publishes no withdrawal window and no limits on its Norwegian pages; the FAQ confirms only that the casino charges no fees on deposits or withdrawals and that your bank or payment provider may. The clause that matters is the one Casino Guru found in the terms: a maximum win of €100,000 per 24 hours. For most players it will never bite; for anyone chasing a jackpot — the site’s own network pool is quoted above 4.7 million kr — it is the ceiling on what can be paid out. We have not deposit-tested Panosta.
Games and support
The operator states around 5,000 games from 93 studios, growing weekly: slots from Play’n GO, Pragmatic Play, Push Gaming, Hacksaw Gaming, Red Rake and others, Evolution’s live tables — Crazy Time, Monopoly Big Baller, Lightning Storm, Lightning Dice, Immersive Roulette, Speed Auto Roulette — plus classic blackjack and roulette, crash games and a networked jackpot across Mega, Major, Minor and Mini tiers. The most-played lists on the site run from Starburst, Gonzo’s Quest and Book of Dead to Wolf Gold, Buffalo King and Jammin’ Jars. There is no app: the operator says the site is built for mobile browsers on phones and tablets. Support is 24/7 by live chat and email, in Norwegian, with an FAQ for the common questions. Responsible-gambling tools listed are deposit limits, session reminders and self-exclusion.
Panosta for Norwegian players
For Norway, Panosta is an offshore casino in the usual sense: no Norwegian licence, a Curaçao regulator, and a Norwegian-language storefront built for this market. It is reachable today because it is not on Lotteritilsynet’s current list; that can change with the next decision, and a blocked domain usually forwards to a mirror, so the licence and operator are what you should anchor to, not the address. One tax point, stated on every page we publish, in the regulator’s own terms: Gevinster over 10 000 kroner er skattepliktige uansett hvor casinoet er lisensiert. Under skatteloven § 5-50, any single win over 10,000 NOK is taxable in Norway regardless of where the casino is licensed; playing at a Curaçao-licensed brand does not make winnings tax-free, and nothing on this page should be read as saying otherwise. Our guide to tax on casino winnings explains the rule.
Our rating: 3.7 / 5 — how we got there
The score is lower than its sisters’ for one reason we can name. The licence verifies, the domain is in the terms, the no-sticky bonus is published with its minimum deposit and 35× figure, the no-fee policy is stated and there are no direct complaints anywhere we looked. Against that, Casino Guru’s 4.9 “Low” Safety Index (28 October 2026) rests on the terms — a €100,000 maximum win per 24 hours and limited responsible-gambling tools — and 15 related complaints sit on the group’s eight linked brands; no withdrawal window is published; and the brand is months old. Safety score 5/10: register-verified licence and domain (+3), desk review (+1), bonus terms published (+1), fee policy published (+1), nothing for a withdrawal window, and one point off for the “Low” rating and the win cap. That is why Panosta sits last on our Norway lists. Our method is on how we review.
Bottom line
Panosta suits a Norwegian player who wants the group’s no-sticky bonus and Tuesday cashback at a brand with no complaints against it, and who has read the €100,000-per-day cap and the Casino Guru rating first and is content with both. It does not suit anyone who wants a published payout time, or who would rather wait for a brand to earn a record. Of the three Rhino Norway brands we list it last, and we would start with Big Lucky or Regal Rush. If you do play here, keep stakes modest, take a withdrawal early, and play responsibly.
Panosta review: quick answers
Is Panosta legit?
Its licence is real and verifies: Panosta is operated by White Star B.V. (Curaçao reg. 153150) under Curaçao CGA licence OGL/2023/159/0076, row 611 on the CGA registry with "Indefinite" validity, and its terms name panostabet-no.com in clause 1.3 (checked 28 October 2026). The caution is the terms, not the licence: Casino Guru gives it a 4.9 "Low" Safety Index for a €100,000-per-24-hour maximum win and limited responsible-gambling tools, with no direct complaints recorded.
What is the Panosta welcome bonus?
A 100% no-sticky match on a first deposit of 200 kr or more, up to 5,000 kr, plus 100 free spins on Book of Power. Your own deposit is played first with no wagering; once you start using the bonus balance, the bonus must be wagered 35 times before withdrawal (operator terms, read 28 October 2026).
Why does Casino Guru rate Panosta Low?
Because of the terms, not complaints. Casino Guru's 4.9 Safety Index (28 October 2026) cites "serious issues with fairness" in the terms — chiefly a €100,000 maximum win per 24 hours — and limited responsible-gambling tools, while recording zero direct complaints against Panosta itself and 15 related complaints across the eight linked Casino Days-group brands. We print the score and the cap rather than argue with either.
Is Panosta blocked in Norway?
Not on the list we hold. Lotteritilsynet's February 2026 DNS-blocking decision (238 domains) does not include panostabet-no.com or panosta.com; four sister domains in the same group are on it. Reachability does not make it Norwegian-licensed, and wins over 10,000 kr are taxable in Norway regardless of licence.
